The Sheriff’s Technology Services Section consists of the three units Helpdesk Support & Telecom Unit, the Network & Cybersecurity Unit, and the Development & Analytics Unit. Technology Services is responsible for all technology-related operations, network, and cybersecurity for the Sheriff’s Office. This consists of maintaining data centers, servers, Mobile Data Computers (MDCs), Storage Area Networks (SANs), cloud systems, data backups, applications, phones, and reports. Many of these systems must operate continuously 24/7. Additionally, Technology Services serves as the administrator and steward of the Remote Access Network (RAN) Board funds used by other law enforcement agencies within the County. The RAN Board Members approve policy and funding. The RAN Board funds are used for the advancement and maintenance of biometric identification needs, e.g., Livescan, Mobile Identification, and Mugshot systems, among others.
Helpdesk Support & Telecom Unit
The Helpdesk Support and Telecom Unit’s duty is to ensure the organization’s technology runs smoothly and efficiently. The unit oversees technical support, troubleshooting and problem resolution, installation and configuration, user training and support, documentation and reporting, customer service, onboarding and off boarding user to applications, system maintenance, and updates. The function is to help maintain a reliable and efficient IT environment and support the overall productivity of the organization. In addition, the unit supports the Communication Center which must be available 24/7/365 days to respond to 911 call, CLETS, CAD, and Nixle.

Network & Cybersecurity Unit
The Network and Cybersecurity Unit’s duty is to protect the organization’s IT infrastructure and data. The unit oversees the network infrastructure, upgrades to network equipment, cloud infrastructure, risk assessment and management, security policy development, network monitoring and surveillance, incident response, threat intelligence and analysis, security awareness training, access control management, compliance and audits, and disaster recovery planning. The function is to maintain a reliable network environment, a robust security posture, and protect the organization from various cyber threats.

Software Development & Analytics Unit
The Software Development & Analytics Unit is responsible for delivering modern software solutions and data-driven insights that support the mission of the Kern County Sheriff’s Office. By combining software development expertise with advanced analytics, the unit enhances operational efficiency, transparency, and informed decision-making across the organization.
The unit oversees the full lifecycle of application development, including system design, development, code review, quality assurance, and deployment. Utilizing best practices such as infrastructure-as-code and continuous integration and deployment (CI/CD), the team ensures that systems are reliable, secure, and scalable. These efforts support a wide range of desktop and web-based applications critical to daily operations.
In addition to development, the unit plays a key role in data management and analytics. It is responsible for collecting, integrating, and governing data across numerous systems, transforming that data into meaningful reports, visualizations, and actionable insights. These efforts support leadership, improve resource allocation, and strengthen organizational effectiveness.
The Software Development & Analytics Unit also collaborates with third-party vendors to acquire and implement specialized software solutions when appropriate. The team facilitates integration between vendor systems and internal platforms to ensure seamless operation and data consistency. Additionally, the unit works closely with partner law enforcement agencies by securely sharing data and insights that contribute to regional collaboration and public safety.

RAN Board Unit
The Remote Access Network (RAN) Board Unit’s duty is to oversee the RAN Board funds, make technical recommendations, and report to the RAN Board members and State agencies.
The RAN Board is the policy and advisory board that oversees the Cal-ID program. The authority of the RAN Board can be found in Penal Code 11112.1-11112.7. Membership includes the Sheriff, a member of the Board of Supervisors, the District Attorney, the Chief of Police of the Cal-ID member department having the largest number of sworn personnel within the county, a second chief selected by all other police chiefs within the county, a mayor selected by the city selection committee, and a member-at-large chosen by the other members.
